My solution for building more resilient communities is to have buildings and houses that can retreat into the ground when a tornado, big storm, fire, or flooding happens. By going underground, the buildings will be out of harm's way and protected from disasters caused by climate change. The area around the house will be on top of hydraulics or pistons of some sort that when a button is pressed an emergency warning goes off and the house will be lowered into the ground where steel doors can close over the top of it.
