Drought has been a reoccurring issue in California due to our lack of ability to completely solve the problem. Each time we attempt to solve the issue through temporary solutions, which allows the drought to re-surface later on in time. In order to make change we have to make big social movements to normalize the conservation of water. That way, conserving water won't be a solution, but rather a pro-active preventional precaution.
