Physical Design: My robot will use a vacuum to scoop the lunar regolith, once it has done that it will heat it up to 1000 degrees celsius in to extract water for astronauts to use for drinking. The rover will deliver the recovered water to the ship and the leftover regolith will get dumped out. It will get dumped out from its original extraction place. Operational design: it will carry a medium amount of dirt for each trip so it can be efficient without wasting time. Once it gets to the ship it will unload in a box. Dealing With Dust: I will have a fan on all four sides of the robot that will blast air to make the dust not stick to the outside of the robot. For the inside there will be a container you can remove so it won't stick.
