My robot will collect the regolith using claws, and it will store it in a microwave that will be able to heat up the regolith to 600 degrees celsius, so we can collect the helium 3. After the regolith is finished being burned, a gas tank will take in the helium 3. My rover will collect lots of regolith because the rover will have lots of space in the tank. To deal with lunar dust, the rover will have a thin layer of nonwoven polyester material to get rid of the electrical charge that makes the lunar dust stick to the rover.
