My proposal for a lunar rover named Miner 1 has been designed so that it fulfills all of the criteria that were given to me and more.
For moving around the lunar surface, Miner 1 has a set of tank treads for extra mobility on rough terrain such as on the Moon. In addition to this, I have added an arm for different instruments that can guide the rover. Some of these instruments are a camera, a radar, an infrared camera.
For digging the lunar regolith, I have installed an arm with a scooping system and a large storage bay on the rover; there is also a retractable cover for the protection of the cargo.
Finally, for the statically charged lunar regolith, I have wrapped the entire hull of the rover in expanded polystyrene - an electrostatic waterproof material - so that the charge cannot reach the metal.
